For the immediate wedding expenses it will be Prince Charles and the Royal family. Ultimately (for the possible 50 to 80 million £ total security cost etc) it will be the British taxpayer for the rest at a few pence each.
The return from world TV rights and usual increased vast Royal tourist trade (and memorabilia) will be 6 x that, keeping Brits in employment and therefore contributing tax back to the economy which ultimately keeps you afloat in free NHS etc.
