You get the shotgun in Manchester which is the level after Grimsby so how comes you got it early.

Actually the first place to get the shotgun is where you start with the laser mines, behind the staircase, and the platform/porch. This out side area right out of the bar by the boxes is the second location to get the shotgun. Looks like you missed it. Twice.
