you can get them pretty much at any motorcycle dealership, if there is a shop close to the spot the requires them they should have them too

TT-R are renowned for being powerless

and the CRF250R would be ok for somebody who is 5'5 or over and has ridden before, not a first timer, i know you probably don't want to hear this but the CRF230F are perfect from beginner to pro, I have got a TTR230 and a CRF230F, i would go Honda, they last longer, sound better, and look like a motocross bike,
