This wasp "shelters" are actually called "Galls" and they are the reaction of the wasp laying its eggs inside the tissues of the plant, in response to this, the plant tries to fight off the foreign thing inside it and develops tissue around the object - it is actually reproducing its own cells for this. However, this reaction actually helps the larvae grow because it provides them food. Eventually, they emerge as adult wasps through a hole. These galls are often reused by other insects.
