When I first played this game, I got stuck on this mission the most. I never understood how to complete it and I always ended up blowing up the prison. And then my brother told me you could capture buildings with engineers...

I leveled anything that created troops, all defense outposts and wiped out the troops, then sent an engineer to capture the prison.
