In fact, this would make perfect sense, for Herodotus lived circa 484 - 425 BC. Seeing as the last Whites in Egypt were absorbed into the Non-white masses some 400 years earlier (circa 800 BC), it would have been impossible for Herodotus to have seen anything but dark individuals when he visited Egypt.
