@msweirdoms In the admin panel on the top menu (site, menus, content, components etc...), hover over the extensions tab and select module manager. You will see a list of all your menus, click on the menu you want to use and it takes you to your menu/module properties. The left hand side has two boxes ‘details’ and ‘menu assignment’, on the right hand side the box called parameters has the ‘module parameters’ . This is where the option “Always show sub-menu Item” is. hope this helps
it seems that the default joomla template rhuk_milkyway doesn't let this work. I've been trying all week to do this without success so it must be a css issue?

any template should work. if it doesnt just go into the module manager, then select top menu (if this is the menu you are working with).
In module paramaters make sure "always show sub-menu items" is set to yes.
