Isn't that a standard sultan with the hood and spoiler? I've got a few of those parked at my safe houses in the game, they're fun to drive around but i prefer the RS because of the trubo sound.
I've actually seen these once in a ranked multiplayer freemode game one time, and everybody said they've never seen this car before. And they were everywhere for about five minutes straight, but then I never saw them again.
Ther're just normal sultans with a hood vent and spoiler. Just drive by aldrerney city with a sultan and you'll see these blue modded sultans drive by. They are actually driven by the Korean gangsters.
well you need a normal sultan, And i found this one online there are several places they respawn just drive about a bit you will notice one as soon as you see it and there only in that blue.

@sepreioth hey buddy yeah get an sultan rs and drive around Hubbard ave and they should spawn there can take a while though :)

yeah buddy if you have the RS you will find them but without the RS they cant be found but your right there only around for like 5 mins :)

the car can be found near Hubbard ave and mahesh ave these are near the booth tunnel you will need a normal sultan and drive it about these areas. :)
