a) is recruited to fight in an armed conflict
b) is paid more than regular soldiers
c) fights mainly because they want to make money from it.
It says they're not a mercenary if:
a)They're a resident of one of the fighting countries
b)They're in the army of one of the fighting countries
c)They've been sent by another uninvolved country's army.
But it then goes on to say that this isn't the case in all countries... so yeah.
