The reason it isn't seen as much and why the time limit on it is so short is I believe because how long it takes to animate,draw,color,and tone the characters. I learned the reason the ssj1 transformation looks the way it does is because it was taking a lot of time to black in Goku's hair,maybe the same applies to ssj3?
