However, you were asking about the presence of his moves in Super Smash Bros, so only that game matters really, and the only thing that matters is that the game came out years before the Anime went on air.
I meant that the Anime was paying tribute to SSB with the Falcon Punch scene.

The kick and punch were probably inspired by Kamen Rider. The rest are made up.

No, he didn't. Super Smash Bros came out in 1999. Melee came out in 2001 The F-Zero anime didn't have an episode until 2003.
The anime took the Falcon Punch from Super Smash Bros.
