Based on things done in the western world including Potomac River of Maryland and Washington, DC, in a nutshell, the government has to do more.
More and better water treatment plants must receive all water wastes of residents, businesses, and factories prior to exiting the river.
Removal and outlaw of squatters (more sound relocation programs and welfare reform), tighter regulations, more taxation, better sewage systems and sold waste management/logistics.
