first of all biollante is supposed to be this strong and spacegodzilla could easily take him on think of it in movie biollante pretty much only shot a low ammount of acid and through his venus fly traps at him spacegodzilla surrounds himself with crystals and does a cool red blast and uses his crystals and also godzilla killed biollante alone he had help from moguera to kill biollante and saying that moguera sucks is stupid cause look at all those weopans in the movie!

First of all you need to work on your grammar. You use the power surges by using your taunt (not your raur), as in you press O and [] (not O and X).

I think they explanied that in godzilla vs. spacegodzilla, if i remember right, i think when mothra flew into space some of the g-cells got trapped in a black hole and they mutated into spacegodzilla. i'm not 100% positive but i think thats how spacegoddzilla came to be. biollantes so badass though, shes my favorite godzilla monster.

space godzilla is based on super godzilla, who also had tusks. Best explanation I can give off the top of my head is that in a powered up state, a godzilla(godzilloid? godzillasaurian?) gets tusks. Since Super Godzilla isnt movie canon though, its as good an explanation as any, biollante being the source material that is.
