But it also just comes down to how the laws are for each state. Some states make it illegal for having sexual chats (lack of a better, specific term) with minors, while in other states, no such laws exist; you have to actually show up. The laws are what they are, and I'm probably going to just leave it at that.

He was the one who started the chat and was asking all the personal questions, and in some states, just showing intent to have sex with a minor, whether in-person or online is illegal. While the decoy may have been "begging", no one, other than his own self was stopping himself from going there or doing anything. (as an example) he was not being threatened in any way if he said no.

@33LB Well it can be interpreted differently, but also, don't forget, we don't see the entire chat log, they do, so they fully know if there was indeed intent or not.
But it also just comes down to how the laws are for each state. Some states make it illegal for having sexual chats (lack of a better, specific term) with minors, while in other states, no such laws exist; you have to actually show up. The laws are what they are, and I'm probably going to just leave it at that.
