Go into Halo 3 and go to a lobby (matchmaking, custom games, etc) hit start and select "Marketplace" look for "Legendary Map Pack" it should be near the bottom.

Actually if you go to the MLG website there's a video that proves 3 shots anywhere plus 1 head shot is a kill. 3 shots for the shield and 1 for the kill. It's does not take any less time if you shoot him in the toe than the head, except for the 4th. Other than that you're right. Playing good especially at this level isn't about being 3L173, or w/e, it's about winning. And when you can win by 11 kills over the best in the world you're pretty damn good.
