It is! This the Ultra 2000 version of the game that was released for Windows 95, though I've found that it works with Vista and Windows 7, so you shouldn't have any problems getting it to work. This is also (in my opinion) the best version of the original game (even better than the PSX version, which has slowdown and other issues), so if you want the definitive experience, I'd suggest grabbing this.

@DaftD0g okay well, for the panic button, it's Z . Because for some reason our version of clock tower's controls are different, I had a VERRY hard time trying to figure it out. I died millions of times. Are there any other controls your not sure about?
As for the hiding under the bed, have you killed the parot via the bed sheets? if not you should do that before you come in there to hide. Other than that you should be okay to hide under the bed when the scissorman is after you.
@TwilighterThe1st How do I kill the parrot with the sheets? I've been pressing the "a" button on my keyboard and it's been doing actions, so my character went over there and flipped the bed sheets over. What do I do to kill the parrot with them?
@DaftD0g okay, well you have to do this when the scissorman isn't after you. You click on the bird cage to let the bird out. once that happens then just repeatedly keep pressing the bed on the right, Jennifer will then grab the sheets and suffocate the bird. I've never tried flipping the bed sheets over, so maybe if you do that it won't work. but I've never tried. Congrats on getting the game btw! :)

I mean what does scissorman have teleportation powers all of a sudden
Yeah. :P I thought it was instant Dead End too, until I found this trick out. Normally people would run to the end against the wall, and that's why you end up dying.
Well...considering his teleportation powers in the subsequent games, that actually wouldn't surprise me. (And don't feel bad--I did too. When I first got this game I couldn't even play it with headphones on. >_>)

Actually you did a pretty good job with the recording and synching the audio. The effort put in this video is self evident. And yes, the simple music reminds me when I played this thing and I think I won't be able to sleep again... gee...

It's actually really disappointing, because I really wanted to show the differences in sound between the PC version and the SNES and PSX releases, because they all look and sound different, and have their distinct characteristics....

You just need to set the non-unicode language to Japanese (or use Applocale on XP) when installing it or else it'll screw up.
