I don't get it. I got ultimate ninja 3 a few days ago and it's awesome. The 1st, 2nd, 3rd, and 4th hokage are awesome. But how come the 1st has two ougis and the 3rd has 3 while the 2nd and 4th have one in narutimate accel. The 4th I understand do to not seeing him in action but we saw what the 2nd could do so how come.

But Minato never perfected his rasengan, only Naruto was able to do that. His signature move is Hirashin no Jutsu so that may be the only jutsu that he knows, besides the death seal jutsu. Then again, he never needed any other jutsu because he proved that Hirashin alone was all that he needed.
