What kind of infections would this refer to? Only HIV, or any virus(Hep C), microbes, protozoa, fungi?

Best way to do it= water first then bleach three times then water again, Hyrodgen Peroxide(3% stabilized), 70% isopropanol, alkyl dimethyl benzyl ammonium chloride(Benzalkonium chloride), and last BETADINE and then water a couple more times. This mechanism will rid any living organism on god's green earth(organisms that can be found in syringes, that is)

What about boiling it?

I have an old seringe thats been used on animals and i lost my old seringe.

if i boil it and use bleach on it will it kill off all harmfull viruses Bacteria?

Boiling syringes can damage the seals and plastic... rinsing with water and bleach will kill viruses and bacteria. Really, you should get a new sterile syringe to use each time.
