Basically it is the shabeeh (arabic word) of Hazrat Qasim's mehndi as his mother had a dream to wed him but he was martyred brutally in Karbala. So shias cry on the mehndi made up just to remind the coercion faced by Imam Hussain and His Followers. Also they pray while crying with the reference of this mehndi that May Allah help all those parents who are upset for their children wedding.

Sadqa Punjtan-e-Pak ka hai k sab kuch luta k bhi hamari dua kabool karwatay hein.
