He puts them into bills that he plans to vote against anyway (which is most of them). Voting against bills is all or nothing; you can't just vote against the earmark.

He voted against the bill that budgeted the pork in the first place. But once it's in the budget, it's his JOB to bring as much of it back to his own district as possible.
