you can do that in windows movie maker

@zandaphotographycom pretty easy. Make a text layer like this guy did, black on white. Put your video layer beneath it, then click 'toggle swatches/modes'. Then click the drop down menu next to your text track. Go through the matte types, until your video sits inside your text. You may need to invert your text.
