Yes they should be banned or at least regulated and be tested by a peer review proses to check that the chair this poor girl was sitting on, did come up to the shocking standard As put forward by EU/ CE kite mark As it is very sad to see so many bands breaking up with out the correct warnings being in place.
A stronger rubber band, that would contravene the maximum strength of rubber bands permissible for civilian use. The EU rubber band regulations clearly limit the calibre of rubber band available. What we need is better labeling of rubber bands to state the maximum capacity of envelopes that may be safely enclosed in one. All envelopes should have stacking warnings. Only highly trained rubber band operatives, mostly working for the postal services may under certain cirumstances do more. Cheers
