This film chronicles how our gov't tortured and murdered an innocent man. The DOD didn't write down guidelines for the troops because they couldn't document their policy of illegal torture/rendering. Instead, they created a culture that allowed these people to make it up as they went along. Then while prosecuting the lowest troops for "pretend" crimes, they asked Congress to pass legislation giving them immunity from prosecution for war crimes. Shame on any member of Congress who voted for that!
