Yes, it's sort of like a pawn shop. Most of these places will buy goods from you a long as you have ID but they get most of their stock from bankrupt sales and so on. There are many different recycle store chains in japan. The biggest probably being the Hard Off chain whch includes the likes of Hobby Off, Book Off, Car Off and others. Manga Soko is a very good one for games though. Much better than hard Off although Hard Off do have a lot of gems as well.

There are used game stores in Korea however they are not in the same volume as Japan. Koreans are like most Europeans and Americans and well, any other country. They don't really take care of their games. In Japan finding mint as in real mint, not crappy EBay mint used games is quite easy.
