While you can install a cover this way, I think this makes entirely too much work of the task. A much easier method I've found for rectangles is to measure the pool, measure the cover (adding some for stretch), subtract, divide by two, measure back, snap chalk lines and let them cross, then simply measure back 20" from the intersection at all 4 corners and drill. The exception to this would be freeforms where you should work your way out from the center if you don't want any cover pucker.
