In a simple democracy any matter can be put to a vote, like what car you drive, how much money you make, who you marry, and what you eat. Democracy only respects the right of the majority. When the Bill made it to the floor the Dem's argued they had already made too many concessions with the 81' Kemp-Roth tax Act. And, the "only" changes to the 86' Tax Bill were on tax shelters and deductions. two changes to a Tax Bill is not a compromise.
The Dem's had a majority, but the 86' Tax Bill was all Reagan.
