how to easy get through meteor cave and recruit deoxys :

step 1 :get x ray specs ,1friend bow , 2 apples ( here is allowed only 3 items then 1 give to your pokemon and 3 items to bag )

step 2 :get through 20 floors and on 19 floor when u beated deoxys clone then change the x ray specs with friend bow then go fight with deoxys and give him one apple and u can use when your belly is somewhere down and kill him by using normal attack

I'm pretty sure that was the shop Kecleon in the middle of a dungeon... You have to battle him if when he asks you to pay for it you say No... Thats how he/she got him to join his/her team.

Kecleon is really hard to get...

The only way you can fight kecleon is if you find his shop in the middle of some dungeons and you have to steal an item for him to fight you. He is pretty strong and he sends in a whole bunch of reinforcements...

He also has a really low recruit rate...

No, the tight belt weakens him, but makes his hungriness reduce slower. Walking on water was an ability unlocked by gummies.
