These waters are Australian & New Zealand Antarctic Terrirorial Claims, claimed under the Antarctic Treaty System of which over 46 countries have signed. Thats 45 more countries recognising Australia's claim, than Japans disputed claim over the "Liancourt Rocks". Yet Japan continues to actively occupy The Liancourt Rocks using its Navy and Coastguard. Further, Article VIII. 2 requires that research by-products (meat) be processed and sold. This is a legally binding obligation, based on common sense, not to waste the meat.

The point that I am trying to make is that there should be safe havens for the whales so they can breed. The whalers could make a lot of money by only hunting a few whales a year to sell to the Japanese market. The less available the meat, the more expensive it will be.
