The truck was intended as a new body for Convoy, but was mysteriously diverted, hidden on Earth and then one day bonded with the human, Ginrai. This created the Cybertron Ginrai, who was one of the most powerful fusions of human and machine, one of this cartoon's major themes.
To clarify: after the Decepticons were defeated at the end of Transformers: Headmasters, the Autobots attempted to resurrect Optimus using technology developed on Planet Master. They built him a new body, intending to transfer Optimus's personality into it and then activate it by having a hero from Planet Master combine with it, serving as its power source. But before they could put that plan into action, the body was stolen by the new Decepticon leader, Devil Z. (Continued next comment)
Devil Z hid the body on Earth, most likely planning to use it for some evil scheme later on. But it was found by Ginrai, who combined with it like the hero from Planet Master was supposed to. Since Optimus's personality hadn't been transferred into it, it was just a mecha. At the end of Masterforce, the body became a sentient life form, and though he called himself Ginrai in honor of his former pilot, to all intents and purposes, Optimus Prime lived again.
Eventually, Ginrai (the robot) died and was revived as Victory Leo, who was nothing like Optimus either in looks or personality (though he still had Ginrai's memories). It was kind of like in Beast Machines when Rhinox was revived as Tankor, except that Victory Leo was still one of the good guys. Much later, the original Optimus was revived as well, finally dying of old age some time between Generation 2 and Beast Wars.
@zvermilyer3 Essentially accurate, as seen in Big Book of Masterforce. Except that fully-robot Ginrai wasn't equivalent to Optimus Prime living again, any more than Megatron's clone or False Convoy were. He was a robot with the personality of (human) Ginrai, wearing a body resembling Optimus Prime.
Technically, that's right. On the other hand, it should be noted that Megatron's Optimus clone and False Convoy were nothing more than mindless drones remote-controlled by their creators. The robot Ginrai was actually a sentient being who acted quite Optimus-like at times. Since he was created from Optimus's body (at least, a body that was intended for Optimus), I like to think of him as being Optimus's son. It's sad that they never met.
The nobody recognizes Optimus thing anoys me too. like you said the Headmaster Jrs wont know and maybe the Godmasters btu the predender's should be shocked.

@stef300000 @ the end of this series all of the headmasters and godmasters separate from their human counter parts, i like to beleive that is another short lived return of optimus. he says something i forgot what it is but it really reminded me of one of optimus's philosophical sayings. and he shows up a couple times in victory before he dies again, but he calls himself ginrai and god ginrai still.
G1 Prime has the front of the truck on his chest. Ginrai and Powermaster Optimus Prime (they're basically the same toy) have the front of the truck on their back, where the engine/human Ginrai is plugged in - the "windows" on the chest are false one, and there's a folding crotch panel, which you can see in the Masterforce cartoon. The legs are slimmer and don't have the "vents", the forearms are blue......

You may also be able to find the dodgy English dub on eBay, or the Japanese version (with English subtitles) on Bittorrent.

The human-free Ginrai is basically imprinted with/inherits human-Ginrai's personality, so identifies as Ginrai.
Convoy comes back in "Battlestars: The Return of Convoy" as Star Convoy.
