The irony of the premise of "SCTV" (a very low-budget TV station) was that, in New York, the first station to air the series upon its first being offered in syndication in the U.S. was WOR-TV (Channel 9) - which was run on a very shoestring budget by then-owners RKO General. In short, life imitating art.
I think this was a parody of City TV's Boogie show. They played clips of that show about a decade ago as part of the Retro Boogie Dance Party on Much More Music. There were two hosts, first was Paul who was kind of slick. But then the following year was Vlad, who was kind of nerdy, but without the glasses that Mel's wearing.
Funny that Catherine O'Hara is playing a character with the name of a future SCTV cast member, Robin Duke. I don't think it was a coincidence.
@pizzazzism - The two also performed with Catherine's sister, Mary Margaret O'Hara, as "The Lemon Twins" in the 1985 mockumentary "The Last Polka" about the Schmenge brothers. But as to why Ms. O'Hara would have played a character with the name Robin Duke in this sketch - two words: Inside joke. Besides the history you brought up.
If this was an SNL sketch in the 90's, there may have been a Paul Fistinyourface movie.

You're right on the dates. SCTV would air first-hand Mondays and repeat later in the week on Friday nights in 1977.
