The problem with affluence/over-consumption is that, even with 5 additional planets, Americans & Europeans would still demand --- no, they won't just demand it, they'd TAKE IT BY FORCE --- 4 or 5 of those planets. There are highly different sorts of "eugenics". I don't know anything about Goodall's position on the subject, but most of the eugenicists prior to the nazi regime didn't advocate nothing remotely like that - their stance was a much more milder one, basically saying that people would better marry people with good qualities and have more children. And Darwin wasn't exactly an eugenicist since much of his family, including his children, were not ideally fit from a eugenicist point of view.
