I heard that this was actually a talk show on hospital mishaps in Belgium. Apparently the guy with the squeaky voice had both his tesctiles removed in error !
I saw this on WebJunk 20 and my sister and I laughed our asses off. Everyone's been in that situation when you try not to laugh and you can't help yourself. And the look on the other guy's face is priceless.

from what i understand the woman was paralized after surgery and the husband has a funny high voice.
