It means the executive branch (the president) will always have limited power, but so will the other two branches (including Congress), so that no one entity gains too much control. If more people took civics and political science classes, US citizens would restore their reputation for being smart.

While it may seem like they are "being black" they aren't actually doing so, not only because being black doesnt automatically make you act one way but also there are many things about the black community that most white people dont know because blacks are a smaller part of their life than the opposite.
