no its not relative. srry, but that was so stupid i had to say something. unless you mean relative to the written law. some laws may be ambiguous at times,or improperly enforced, or w/e, but saying that something being legal is relative is just a kids excuse to use the word "relative" and use it wrong. and if you mean relative to where you are, even if a given country doesnt have a piracy law, stealing from countries that do is still illegal.
