In my opinion UTIII was really nothing new, quite the same as the last few games, save a few vehicles and weapons. The original UT was, in my opinion, the greatest first person shooter ever made. UTIII just kinda got old fast.

I would say no. the unreal series has been very good about balancing the weapons from the beginning.  every weapon has its own time and place to be used, and if your using it wrong you're most likely going to get destroyed. So in order to be truly good at an unreal game, you have to be good with every weapon in the arsenal.
