Try going through the comments, I believe some kind folks have posted the now correct commands, as valve has changed them since the original 2009 version of the game.

May be due to a couple things, First off this was made back in 2009, before any updates to the game, and second it might be because singleplayer works differently then multiplayer.

Open console, enter the following, "bind f z_spawn" and you won't have to bring up the console to spawn a zombie.

This is only for the 'regular' zombies though, replace z_spawn with whatever you want to spawn, eg "z_spawn tank"
