It's a simple experiment. It's called balance. It can also be done to balance the tip of one toothpick onto the tip of another one, no burning involved. The forks lowers the center of gravity changing how the toothpick is balanced, giving a lot more stability. Since it's balanced at the point on the glass, the other end can be eliminated, as the weight is insignificant on that side.

The center of mass is directly bellow the toothpick, it's like this since this is a horseshoe system, so all in all if u drag a str8 line from the centers of mass of the 2 objects (spoon and fork), the intercross with another object is the point you are looking fore. Burning the toothpick moves the center of mass by nanometers, so it is a neglectable change

It's the point inside an object that allows it to balance as long as that specific point is over a base (points where the object is touching either the ground, or in the case the glass) .
