Two words: term limits. Personally, I would require that the maximum number of terms a congressman or senator serve would be twelve years, but can be allowed to serve in either chambers without penalty (i.e a person can serve in the HoR for 12 years, then run for the Senate and serve for another 12 years, with a maximum amount of time in Congress 24 years). Ergo, HoR=6 terms, Senate=2 terms. Also, the Presidency would be stripped down to a single 5-year term, so s/he can concentrate on his job.
As long as you stipulate a bill that removes business from state affairs, like the separation of church and state, and this could very well be the best innovation America has had in years.
@TheBigNext How about this: those who actually pay taxes, by filing a yearly return, should be the ones who vote, thereby stripping the entitlement community of any influence. Oh, and voter identification should also come into effect.
@dswynne, while I like your idea (and would tack on an additional Armed Forces Servitude clause to stipulate a path to citizenship for those in this country illegally). I have some doubting reservation if a bill could be passed to give people less freedom. But I strongly believe that tax paying citizens should have a say-so in the state of affairs. For too long, special interests groups have smothered the views of a delegates constituents to play into an agenda. I believe it should be our turn.

You want to fix the government? This is how you do it.
1.) No lobbyists, bribes, or any form of payout for officials
2.) If a member of congress votes for "War", then their is a mandatory enlistment of one of their own immediete family members (son, wife, daughter)
3.) No working in private sector for 15 years after the ending a term in office.
