The "State" (of Texas) was just as guilty, as Warren Jeffs; for, Texas had changed its laws, on marriage, during the time that the FLDS were trying to establish themselves, there. The "marrying age minimum" went up, from 14 to 17 (with parental consent?), during that time. BEFORE that, Jeffs' group was doing nothing against the law. As far as marriage against the womans will goes, the same can be said of the FLDS church..the woman has to sign documentation approving of the union. What constitutes being "forced against their will" isn't so much the legality..it's societal/familial pressure. Both of which Muslim women experience.
