Of course there's a need for PPE. Ears and eyes at the very least. Not cool to teach the kid and others bad habits. Everything's fine until something goes wrong.
No need for PPE as I see it. Most dust is being sucked away. Chips are all contained under the panel so no eye protection needed. What other PPE would he need?
As for the table saw, moving large pieces across a spinning blade is scary and dangerous.

I don't really like how the table wobbles whenever he moves material across it. not to mention no hearing and eye protection
