You can pick it at level 14 after you get Hover or air superioity at level 6

A two fisted over handed attack that knocks foes to the ground,
the best power pool attack in the game, one of the best attacks
all around, good luck trying to choose between this and hover, you might just want to get both, depending on your play style
so if i get this air superioity at lvl 14 i still get fly right

Im sorry I dident understand the question, you can get fly at any lvl 14 and up as long as you have AS or Hover, but lvl 14 is the earliest you can get fly
yer u can get fly or any other travel power- as long as u have a power before tht, once u hit 6 itll tell u
