In the NES version you get it in the dungeon you fight Hyne. Then there is another one in the Cave of Tides. They took out the first Ice3 in the DS version.

But I was actually talking about the guy blocking the door that you have to battle right before getting to the room with the espers. The same sprite is used for the Boss on the top of the fanatics' tower in the WOR, if that helps you. He even uses WallChange, like the guy in this video is supposed to (but he gets killed too fast).
I just beat this guy today. Barely though. Near the end, I got lucky and guessed his weakness would be fire and used fire arrows, Fir2 and Bombshard and did massive damage. And we both have the same character names.
the ds version was so much harder! bosses attack twice and he did over 400 damage with his blizzaga spell.. i was so lucky i beat him.

Doubt you need help now but... on the DS version(Never played the NES version) this boss is easily owned by a Geomancer.
