This is a very extreme case of a bad Constabulary. Most Constabularies are excellant at what they do, also the Government played a huge part in this by giving the Police un realistic targets (Policing by numbers). To keep their jobs they had to meet these unrealistic tragets which meant they spent less time focusing on the public statifcation and more time on getting to the next job to meet these targets.
