I am constantly trying different angles, approaches, etc, and the one I mentioned seems to work more or less most of the time. I am getting closer to actually finding out what the sweet point is, that makes it spawn. It is possible to do this without certain game mode settings. Hope this helped.

You can spawn the Rancher without certain settings. From where it is occasionally parked, drive up that road that leads to that massive factory (SPOILER: where Roman is taken after being kidnapped). On the right, you will see a gate. Drive your vehicle into there and line up with the building on the right. Make sure you are not facing the direction of the spawn point. Sit there for a couple of minutes. Drive out without moving the camera. It should be there.

hey bud, i DO play gta iv a lot, but i'm not going to fucking focus on one single spot in the huge Liberty City, but you should prove that it's not there regularly like going there w/o doing the technique, then you re-do it doing what you say and if it's there i'll believe you, it's a simple video you should've added to get away critics!

** Thanks for this mate, it helped me learn how to get the rancher everytime! The traffic does need to be on parked but you can put the time of day on random and the game doesn't have to be on private. However, anyone else in the game thats in Bohan at the time has to wait behind the pillars behind that fence you knock down. I've also found that you don't need to know down the fence. You just park behind the pillars for a moment (10-20secs). Awesome spawn! I paint them black and lower them! Sick
