The dog (Baby Girl) most likely has extreme reactions to the balloons. Cesar Milan always chooses dogs to rehabilitate that need help the most, which is why he said that this was good for the first day.

This was on the show and when you see the whole episode, it shows that this actually helped the dog. Hearing these things in a controlled situation, the dog was used to it and then it did not scare her any more. When she went home after a month or two she was a much happier and more relaxed doggy.
