You stay up when you feel you really can recover from the foul IF you feel more confident with the result of playing on versus winnining a freekick. Virtually all players react the same way when fouled.

'shield ball and look for teammate in better position'. in this vids case, it feels reasonable enough to say stalling tactic. Usually he would aim to run through the defender, it was 1 v 1 and there was space to exploit. He simply doesn't have too.
When I play indoor soccer, if my team wants to run down the clock, i do the exact same sorts of things. start kicking the ball up to myself, shielding til 2 players try to bully the ball away, at which point i pass to a teammate (or win a freekick). And sometimes i do a little of it earlier in the game, if i'm not content with my teammates positions. test the defenders reactions & willingness to commit tackles. If you can draw a second player to come get you, that is success in itself.
