Really the issue is idiots who live in a place dogs should never have to be confined too. The same idiots who then keep those dogs for three, or five, years and then decide that now that they have a spouse and a kid they don't have time to take the dog to the park to shit twice a day... so they bring them to the country and abandon them... It ain't the dogs. It is the owners.
