But, society is hell bent on NEVER letting people get on with their lives, so the cycle continues. And when people have nothing to look forward to, you can bet there will be more crime. It doesn't take a rocket scientist to figure that out!
Of course you are going to see patterns, and pockets. Because the laws FORCE ex-sex offenders to congregate into certain areas of the state, where they can legally live. Again, not rocket science.
This is why evaluations should be done before sentencing, and done fairly, not by someone who is biased (i.e. a sexual abuse victim), but unbiased experts. Then, if they are such a danger, sentence them longer. But, even the most dangerous in society will eventually get out. And once people are out and served their time, they should be allowed to get on with their lives, and if this was done, we'd not need the registry at all.
