I'm going to take a shot in the dark here and guess that nobody knows who wrote and/or conducted this particular arrangement. (Please prove me wrong, I've actually been looking for whoever arranged this for awhile now)

@bugs1987 This is really late, but I think it was arranged by Eric W. Knight. There's another video called "George M. Cohan Salute, Conducted by Albert E Moehring" that uses this arrangement, and Knight's name appears in the opening credits.
