If ur talking about ParaGoomba, he does land on the guy's hat. You can tell when the camera zooms in and the Goomba and background move independently.

Look at paragoomba's shadow then. As he flies in you can see that it's in line with the penguin's shadow. And if you landed on a hat, it would compress where you landed, so that explains why some of the hat overlaps. This is kind of a dumb thing to argue about though. O_o
